Upon HRMI request, State institutions took into account Ramūnas Unčiūra‘s severe disability and restrictions of his rights caused by it, and issued personal identification document signed by foot.
Ramūnas addressed the Human Rights Monitoring Institute regarding restrictions of his rights caused by his physical disability. He has a severe disability – a movement dysfunction caused by a cerebral palsy due to which he cannot move his hands. Ramūnas uses his foot to conduct many activities commonly performed by hands.
Up till now, Ramūnas has been using his personal identification documents with no signature in them as he was not presented with a possibility to sign the documents in his own way. This restricted his rights as unsiged IDs would not entitle Ramūnas to managing his bank accounts, obtaining credit cards, dealing with taxes etc.
On 27 July, HRMI addressed the Vilnius Migration Office requesting to replace the Ramūnas Unčiūra‘s ID with a new one signed by foot. The Migration Office granted the request and on the 5th August new passport and ID card were issued to Ramūnas.
